Legendary Strongholds remain the highest difficulty PvE content in The Division 2 outside of raids, and soloing them in 2026 requires a specific loadout philosophy. This guide breaks down the current meta solo builds for Capitol Building, Roosevelt Island, Tidal Basin, and Manning National Zoo—covering gear sets, weapons, talents, skills, and the room-by-room approach that actually works.
What Are Legendary Strongholds in The Division 2
Legendary Difficulty is the highest difficulty for main missions in The Division 2. In this mode, enemies are replaced by Black Tusk donning white camouflage instead of their normal black. In addition to having higher health and damage, enemies possess unique features. In The Division 2’s current state, you can only embrace legendary difficulty within The Summit and the Strongholds.
Things get rough when playing on the most challenging difficulty. Your enemies are members of the White Tusk who deal increased damage, have increased health pools, and advanced skills. The four Legendary Strongholds are Roosevelt Island, Capitol Building, Tidal Basin, and Manning National Zoo.
It is possible to solo Legendary Strongholds, but it is considered one of the most challenging activities in The Division 2. You will need advanced skills and optimized meta builds to succeed.
How to Get Legendary-Ready Gear in The Division 2
If most DPS builds can cover Heroic difficulty with ease, you don’t have too many options to choose from for legendary content. You must be extremely cautious, and if you are a solo player, you must use a cover-based playstyle. This is why the skill build is one of the best DPS builds for legendary missions in Division 2. You stay safe, in cover, and the skills do all the work for you.
For skill builds, the core farming targets are Empress International pieces (available through targeted loot in missions or open world), the Capacitor exotic AR from The Summit challenges, and the Waveform exotic holster. To get Heartbreaker gear pieces, either farm missions where the brand is the targeted loot or hit up Countdown and set it as your preference. The official Ubisoft Division 2 page tracks seasonal events that can accelerate exotic acquisition.

Best Solo Legendary Farming Methods
| Method | Speed | Effort | Best For |
|---|---|---|---|
| Summit with targeted loot | Moderate | Low | Empress, Heartbreaker, Capacitor blueprint |
| Countdown mode | Fast | Moderate | Gear sets, high volume drops |
| Heroic missions targeted loot | Moderate | Moderate | Specific brand pieces |
| Open world activities | Slow | Low | Casual farming, exotic caches |
| Season pass/events | Variable | Low | Named items, exotic caches |
Step-by-Step: Building Your Solo Legendary Loadout
Follow this sequence to get it done fast.
-
1
Choose your archetype
Skill build for maximum safety, Heartbreaker for hybrid damage/armor, or Negotiator's Dilemma for aggressive crit play.
-
2
Lock in Technician specialization
The extra skill tier and Linked Laser Pointer are essential for both skill and Heartbreaker builds.
-
3
Farm core pieces first
For skill builds, prioritize three Empress International pieces; for Heartbreaker, get four set pieces including chest and backpack.
-
4
Acquire the Capacitor exotic
Complete five Summit challenges in a single ascent or farm AR targeted loot after purchasing the blueprint.
-
5
Optimize attributes
Skill builds want skill damage and skill haste; Heartbreaker wants crit chance and crit damage on gear mods.
-
6
Test on Heroic first
Run Capitol Building on Heroic to practice positioning before attempting Legendary.
Meta Solo Builds: What You Unlock and Why They Work
Empress Skill Build (Turret/Drone)
You would need 3 pieces of Empress International, 1 piece of Wyvern Wear, a Waveform Exotic holster, and a gear piece with blue or red core. Since you will be using Technician specialization you will get an extra skill tier leaving you with the choice of using a blue or a red core. A single piece of Empress International would give you 10% skill health, 2 pieces give you 10% skill health and 10% skill damage, and 3 pieces give you 10% skill health, 10% skill damage, and 10% skill efficiency. Empress International is the only gear piece with skill efficiency.
Capacitor is an exotic weapon and a weapon of choice for any skill build. It can increase your skill damage up to 60%. Capacitor also gets 7.5% skill damage for every skill tier. At tier 6 its damage will increase by 45%.
Heartbreaker Tank/DPS Hybrid
One of the key parts of this build is the Heartbreaker gear set. You want to run four pieces, in particular the chest piece and the backpack. Both talents only apply when you have four pieces of Heartbreaker applied. Heartstopper is the brand set bonus, applying pulse for five seconds to enemies hit with headshots. Weapon hits on pulsed enemies add a stack of 1% bonus armor and 1% weapon damage, up to a maximum of 50 stacks. Two stacks are lost every second.
By running the backpack and chest piece, these numbers go up even more. The number of stacks doubles to 100 thanks to the chest, and the bonus armor is doubled to 2% per stack thanks to the backpack. This reliance on pulsing enemies is why you need to run Technician and have the Linked Laser Pointer attached to your weapons.
Negotiator’s Dilemma Crit Build
This version of the Negotiator’s build is all about consistent crit tagging with high zoom ARs and rifles. If you enjoy playing at range but still want that aggressive crit spread effect, this one’s for you. Ideal for Legendary content, where you can stay behind cover, tag targets, and watch the damage bounce between them.
Common Misconceptions About Solo Legendary Builds
Myth: You Need Pure DPS to Solo Legendary
If you’re not a big fan of skill builds and prefer pure firearms builds, you still have some viable options: the Negotiator’s Dilemma Build and the Striker Build. However, pure red DPS without survivability mechanics will get you killed repeatedly. The meta favors hybrid approaches or skill-based damage that lets you stay in cover.
Myth: Skill Builds Work Everywhere Without Adjustment
Can you use this build in Legendary solo content? It can work in some Legendary environments, especially Summit, but EMP-heavy encounters can slow you down. Treat jammer units as top-priority targets and adjust positioning aggressively. Rooms with heavy EMP disruption require swapping to Artificer Hive or prioritizing jammer enemies before deploying skills.
Myth: Heartbreaker Is Only for Groups
The Heartbreaker gear set is one of the best armor pieces for a tank playstyle as a solo player or in a group. Players can have their armor in millions, and also deal decent damage to all enemies, making Heartbreaker the perfect build for anyone looking to play all content, except Raids and Incursions, by themselves.
Warning
Legendary content scales for four players even when solo. Expect significantly longer clear times and bring patience—rushing rooms is the fastest way to wipe.
Our Take: Is Soloing Legendary Strongholds Worth It
Our Take
Solo Legendary clears are a genuine test of build optimization and game knowledge, not just gear score.
Massive Entertainment and Ubisoft designed Legendary difficulty with coordinated teams in mind. The scaling doesn’t adjust for solo players, meaning every enemy health pool and damage number assumes four agents are shooting. That makes solo clears a real accomplishment—but also a time investment that not everyone will find worthwhile.
If you’re chasing the Operator Outfit cosmetics, unique backpack trophies, or just want the personal satisfaction, the skill build route with Empress/Capacitor/turret-drone is the most consistent path. Heartbreaker offers more active gameplay but requires precise stack management and aggressive positioning that can punish mistakes hard. For players who enjoy cover-based tactical play and don’t mind runs taking significantly longer than group content, solo Legendary Strongholds remain some of the most satisfying content in The Division 2’s endgame.
