Legendary Strongholds remain the highest difficulty PvE content in The Division 2 outside of raids, and soloing them in 2026 requires a specific loadout philosophy. Below are three solo build setups and the room tactics that go with them, updated on 11 October 2026 for the Gear Set and Brand Set changes of Year 8 Season 3, Red Horizon. They give the core pieces, talents and the numbers we could source, not full six-slot loadouts with attribute rolls and mods.
En resumen
- The safest solo route is a skill build: three Empress International pieces, Capacitor and the Technician specialization; Heartbreaker is the hybrid alternative
- Red Horizon (27 August 2026) raised Empress International’s 2-piece bonus to 13% Skill Damage, and Electrique now offers 8% Skill Efficiency too
- Negotiator’s Dilemma now adds 10% Critical Hit Damage per marked kill, up to 10 stacks
- Heartbreaker is not in Red Horizon’s Gear Set change list (checked 11 October 2026)
- Capacitor is also a blueprint chance from Black Tusk Kill Squads in Retaliation

What Are Legendary Strongholds in The Division 2
Legendary Difficulty is the highest difficulty for main missions in The Division 2. In this mode, enemies are replaced by Black Tusk donning white camouflage instead of their normal black. In addition to having higher health and damage, enemies possess unique features. In The Division 2’s current state, you can only embrace legendary difficulty within The Summit and the Strongholds.
Things get rough when playing on the most challenging difficulty. Your enemies are members of the White Tusk who deal increased damage, have increased health pools, and advanced skills. Community guides list five Strongholds on Legendary: District Union Arena, Roosevelt Island, Capitol Building, Tidal Basin and Manning National Zoo; we did not find a current Ubisoft list (checked 11 October 2026). Ubisoft’s Weekly Legendary Mission project asks you to complete one of the Legendary Strongholds and pays an Exotic Cache (Year 5 Season 3 notes).
It is possible to solo Legendary Strongholds, but it is considered one of the most challenging activities in The Division 2. You will need advanced skills and optimized meta builds to succeed.
Players short on time can put Boosting de The Division 2 alongside a normal playthrough rather than in place of one.
How to Get Legendary-Ready Gear in The Division 2
If most DPS builds can cover Heroic difficulty with ease, you don’t have too many options to choose from for legendary content. You must be extremely cautious, and if you are a solo player, you must use a cover-based playstyle. This is why the skill build is one of the best DPS builds for legendary missions in Division 2. You stay safe, in cover, and the skills do all the work for you.
For skill builds, the core farming targets are Empress International pieces (available through targeted loot in missions or open world), the Capacitor exotic AR, and the Waveform exotic holster. Capacitor comes from The Summit challenges, and since Rise Up (Year 8 Season 1, 1 April 2026) Ubisoft says defeating Black Tusk Kill Squads in Retaliation also gives a chance at its blueprint. To get Heartbreaker gear set pieces, either farm missions where Heartbreaker is the targeted loot or hit up Countdown and set it as your preference. The official Ubisoft Division 2 page tracks seasonal events that can accelerate exotic acquisition.

Best Solo Legendary Farming Methods
| Method | Speed | Effort | Best For |
|---|---|---|---|
| Summit with targeted loot | Moderate | Low | Empress, Heartbreaker, Capacitor blueprint |
| Countdown mode | Fast | Moderate | Gear sets, high volume drops |
| Heroic missions targeted loot | Moderate | Moderate | Specific brand pieces |
| Open world activities | Slow | Low | Casual farming, exotic caches |
| Season pass/events | Variable | Low | Named items, exotic caches |
Step-by-Step: Building Your Solo Legendary Loadout
The order to build it in, from archetype to a Heroic test run.
-
1
Choose your archetype
Skill build for maximum safety, Heartbreaker for hybrid damage/armor, or Negotiator's Dilemma for aggressive crit play.
-
2
Lock in Technician specialization
The extra skill tier and Linked Laser Pointer are essential for both skill and Heartbreaker builds.
-
3
Farm core pieces first
For skill builds, prioritize three Empress International pieces; for Heartbreaker, get four set pieces including chest and backpack.
-
4
Acquire the Capacitor exotic
Complete five Summit challenges in a single ascent or farm AR targeted loot after purchasing the blueprint. Retaliation Kill Squads are a third route, as a blueprint chance.
-
5
Optimize attributes
Skill builds want skill damage and skill haste; Heartbreaker wants crit chance and crit damage on gear mods.
-
6
Test on Heroic first
Run Capitol Building on Heroic to practice positioning before attempting Legendary.
Armas exóticas
The exotic your build is written around, such as Capacitor, farmed on your account.
Solo Build Setups and Why They Work
Red Horizon changes (27 August 2026): Brand Sets lost Health, Incoming Repairs, Shock Resistance and Swap Speed as bonuses and gained Protection from Elites. What that and the Gear Set retune mean for each build is noted in its section below.
Empress Skill Build (Turret/Drone)
You would need 3 pieces of Empress International, 1 piece of Wyvern Wear, a Waveform Exotic holster, and a gear piece with blue or red core. Since you will be using Technician specialization you will get an extra skill tier leaving you with the choice of using a blue or a red core. Since Red Horizon, one piece of Empress International gives 10% Skill Health, the second adds 13% Skill Damage (up from 10%), and the third adds 8% Skill Efficiency. Empress is no longer the only brand with Skill Efficiency: Electrique’s 3-piece bonus now gives 8% as well. Your Wyvern Wear piece adds 8% Skill Damage, unchanged.
Capacitor is the exotic assault rifle most skill builds are written around. It has two separate effects: per Ubisoft, it builds stacks that increase your skill damage, and each Skill Tier you run adds damage to the rifle itself (Title Update 12 summary). Ubisoft’s summary gives no numbers; community breakdowns put the weapon bonus at 7.5% per Skill Tier, but we have not verified current values (checked 11 October 2026).
Heartbreaker Tank/DPS Hybrid
One of the key parts of this build is the Heartbreaker gear set. You want to run four pieces, in particular the chest piece and the backpack. Both talents only apply when you have four pieces of Heartbreaker applied. Heartbreaker is a gear set, not a brand set, and Heartstopper is its four-piece talent, applying pulse for five seconds to enemies hit with headshots. Weapon hits on pulsed enemies add a stack of 1% bonus armor and 1% weapon damage, up to a maximum of 50 stacks. Two stacks are lost every second.
Heartbreaker is not among the Gear Sets Ubisoft changed for Red Horizon (checked 11 October 2026). The stack numbers in this section come from community breakdowns, not from Ubisoft.
By running the backpack and chest piece, these numbers go up even more. The number of stacks doubles to 100 thanks to the chest, and the bonus armor is doubled to 2% per stack thanks to the backpack. This reliance on pulsing enemies is why you need to run Technician and have the Linked Laser Pointer attached to your weapons.
Negotiator’s Dilemma Crit Build
This version of the Negotiator’s build is all about consistent crit tagging with high zoom ARs and rifles. If you enjoy playing at range but still want that aggressive crit spread effect, this one’s for you. Ideal for Legendary content, where you can stay behind cover, tag targets, and watch the damage bounce between them.
Red Horizon made this build stronger per kill. Crowd Control now gives +10% Critical Hit Damage whenever a marked enemy dies (previously 2%), stacking up to 10 times instead of 20, until combat ends: a 100% cap instead of 40%, reached in half the kills.
Solo Tactics: EMP, Rushers, Heavies and Positioning
These are practical habits for solo Legendary rooms, not mechanics Ubisoft has published; they hold for any of the three setups above.
EMP and jammers
An EMP turns off deployed skills, so a skill build loses most of its damage until they come back. Find the jammer before you deploy, kill it first, and redeploy only once the room is clear of it. If a room keeps cycling EMPs, swap one skill for something cheap to lose, such as the Artificer Hive, and carry the room with your weapon.
Rushers
Hold a position with one entry you can see. Keep a turret or drone covering that entry, and fall back one cover before a rusher reaches you instead of trading at point-blank range. Skill builds should keep one skill off cooldown for rushers rather than spending both on the first wave.
Heavies
Engage heavies from as far as your weapon allows and break their armor and weak points before committing. Pull them to you rather than pushing into their range, and clear the lighter enemies around them first so you are not flanked while you work on the heavy.
Positioning
Clear rooms from the doorway: let enemies come into your field of fire, then advance one cover at a time. Before each new wave, reset: repair armor, let skills come off cooldown, reload. Solo, every revive is your own, so a slow clear that never drops you beats a fast one that does.
Common Misconceptions About Solo Legendary Builds
Myth: You Need Pure DPS to Solo Legendary
If you’re not a big fan of skill builds and prefer pure firearms builds, you still have some viable options: the Negotiator’s Dilemma Build and the Striker Build. However, pure red DPS without survivability mechanics will get you killed repeatedly. The meta favors hybrid approaches or skill-based damage that lets you stay in cover.
Myth: Skill Builds Work Everywhere Without Adjustment
Can you use this build in Legendary solo content? It can work in some Legendary environments, especially Summit, but EMP-heavy encounters can slow you down. Treat jammer units as top-priority targets and adjust positioning aggressively. Rooms with heavy EMP disruption require swapping to Artificer Hive or prioritizing jammer enemies before deploying skills.
Myth: Heartbreaker Is Only for Groups
Heartbreaker is a gear set built for a tank playstyle, and it works solo as well as in a group: its stacks add bonus armor and weapon damage together, so one setup can carry most content short of Raids and Incursions.
Advertencia
Expect much longer clear times solo than in a group, and bring patience—rushing rooms is the fastest way to wipe.
Our Take: Is Soloing Legendary Strongholds Worth It
Nuestra opinión
Solo Legendary clears are a genuine test of build optimization and game knowledge, not just gear score.
Legendary is the hardest difficulty the Strongholds offer, and solo you have no one to revive you or split enemy attention. That makes solo clears a real accomplishment—but also a time investment that not everyone will find worthwhile.
If you’re chasing the Operator Outfit cosmetics, unique backpack trophies, or just want the personal satisfaction, the skill build route with Empress/Capacitor/turret-drone is the most consistent path. Heartbreaker offers more active gameplay but requires precise stack management and aggressive positioning that can punish mistakes hard. For players who enjoy cover-based tactical play and don’t mind runs taking significantly longer than group content, solo Legendary Strongholds remain some of the most satisfying content in The Division 2’s endgame.
