Sets matter more than pieces
Completed sets carry bonuses that individual upgrades do not, which is why the listings are sold as full sets rather than piece by piece.
Upgrade materials are the bottleneck
Reaching maximum upgrade is a materials problem, and the materials come from content an under-geared character cannot farm. That circle is what the order breaks.
