Everything in the game as it stands: the whole PvE ladder (every class at its fourth Prestige and level 25, every perk), the whole armoury (every weapon and its perks, every armour set including Siege mode, all heraldry), the completion tracks (Data Slates, Ordeals, the Research Center, every challenge at A rank, every operation on Absolute), every currency at its cap — and the PvP side too, with every class at Veteran 50 and all Chaos skins.
DLC heraldry and armour show up only if the DLC is owned on the account; buy it later and the unlocks are already there. Perks can be reset and set the way you want afterwards. Content covers the game up to the Capes update; items from later seasons are not part of this order.
