It is obtained the way the game itself gives it, by playing for it.
Deliver
It lands on your account: played through on your account, or handed to you in play where the game supports that. The mode for this service is shown next to the price.
Confirm
You see it in your own inventory, and you confirm in the order chat.
Very quick response time and service time, so far used them twice and have been responsive and helpful with the service.
What you get
Structures are built where you want them and materials are gathered on your own map rather than imported, so nothing in the build looks out of place next to what you made yourself.
Say whether you want the item handed over or installed in the base — for large structures that is the difference between a delivery and a construction job, and the quote follows it.
Hand-played on your save or your dedicated server, payment held until you have seen it in place.
