Progression here is not a level number but a set of gates: shells, resolve upgrades and the forge work that makes a weapon viable in the areas after the one you are stuck in.
Upgrades unlock areas, not just power
Several later regions are effectively closed until specific upgrades exist. That makes ordering sequence matter more than in a game where progression is a single bar — buying the wrong thing first leaves you exactly where you were.
Resolve is the build, not a resource
How much resolve you hold and how quickly it returns shapes which shell is playable at all. Orders here treat it as part of the build rather than as currency to stockpile.
