The barrier is coordination, not skill
Most players who never clear a raid are not bad at shooting. They cannot assemble six people who know the same callouts on the same evening, and matchmaking does not exist for this content.
Clears carry rewards you cannot buy elsewhere
Raid-specific gear and the triumphs behind it come from nowhere else, which is why the clear rather than the loot is what is being sold.
